There are four rarities in Solforge: Common, Rare, Heroic and Legendary.
The Unlegendary format allows all of the rarities except for Legendary. The format exists because it can be difficult for casual or free-to-play players to build decks for the Standard format. New players can feel intimidated playing against Legendary heavy decks.
